Somali Government Calls on International Community to Fulfill Pledges for the Roadmap

(Mogadishu, May 14, 2012) In three months, the Transitional Federal Government is expected to end the transition in August 2012. Without much support from the International Community, the government has implemented key tasks of the Roadmap Agreement, including the development of a draft constitution for an adoption, improving the security situation of the country and making substantial progress on good governance.

Despite the challenges encountered, the government has shown leadership and commitment to deliver results in this critical time while traditional elders are convened to help chart out the future of Somalia. Efforts of the government have also shown results as Somali people expressed confidence in the performance of their government. That created expectations in which the government can’t meet without the support of the International Community.

In September last year, the International Community made pledges to fund the Roadmap process, but that pledge remains to be fulfilled. The support from the International Community has been instrumental for sustaining TFG institutions over the years and clearly Somali people are grateful to that. But delaying funds at this critical time will only unravel the gains made so far.

The Somali government is prepared to implement the tasks of the Roadmap, despite the budget constraint, because the alternative of not executing is a failure. On the political front, the government has created a momentum that convinced the public peaceful end of the transitional period. The traditional elders expressed commitment to lead and support the peace process beyond the transition.

Delegations across the country are given opportunities to deal with clan grievances and reach negotiated settlements on all outstanding issues as part of sideline activities that elders were engaged over the last few days. The government is encouraged of this positive development and supports traditional approaches to peace building by managing conflicts and addressing them at their sources.

Clearly, the country is stepping on the right direction, but efforts of the government should be coupled with an equal amount of support to ensure funds are allocated and remaining tasks of the Roadmap are implemented. The International Community understands what’s at stake, especially in this critical period of time that the country is facing, which can’t be addressed with outstanding pledges.

الحكومة الصومالية تدعو المجتمع الدولي إلى الوفاء بتعهداته لخارطة الطريق

(مقديشو 14-مايو-2012) من المتوقع أن تنتهي المرحلة الانتقالية للحكومة الصومالية خلال ثلاثة أشهر والتي تصادف شهر أغسطس المقبل من دون أي حصول على الدعم من المجتمع الدولي ، وقد نفذت الحكومة المهام الرئيسية لاتفاق خارطة الطريق بما في ذللك وضع مسودة دستور جديد ، وتحسين الوضع الأمني في البلاد وإحراز تقدم ملموس على الحكم الرشيد.

على الرغم من التحديات التي تواجهها، أبدت الحكومة قيادة وإلزاما تحقيق نتائج في هذا الوقت الحرج في حين يناقش شيوخ القبائل بمقديشو في مصير البلاد والشعب. وقد أظهرت جهود الحكومة أيضا نتائج ملموسة تجاه الشعب الصومالي الذي أعرب عن ثقته في أداء حكومتهم إذ أثر ذلك إيجابا على المواطنين، ولكن الحكومة لم تتمكن من الحصول على دعم لازم من المجتمع الدولي .

في سبتمبر من العام الماضي، تعهد المجتمع الدولي ببذل التمويلات لدى الحكومة الصومالية من أجل إنجاح عملية خارطة الطريق، ولكن هذا التعهد لم يصل إلى الحكومة . لقد كان دعم المجتمع الدولي وسيلة للحفاظ على مؤسسات الحكومة الصومالية الانتقالية على مدى السنوات وبشكل واضح فإن الشعب الصومالي رحب بذللك بحفاوة بالغة، ويمكن تأخير الأموال في هذا الوقت الحرج أن يضيع فرص المكاسب التي تحققت على أيدي الحكومة حتى الآن .

وتستعد الحكومة الصومالية لتنفيذ المهام الواردة في خارطة الطريق وعلى الرغم من ظروفها الميزانية الناجمة عن عدم تنفيذ الدعم وهذا الأخير(عدم التنفيذ) هوالذي يؤدي إلى الفشل. وعلي الصعيد السياسي أنشأت الحكومة تغيرات إيجابية خلقت في نفوس المواطنين أملا وسلما تنتهي من خلاله المرحلة الانتقالية في هذ العام . ويعتزم شيوخ العشائر في البلاد على مواصلة وتحقيق عملية السلام حتي ما بعد المرحلة الانتقالية التي سادت البلاد في سنوات طويلة.

وتم إعطاء الوفود من شيوخ القبائل في جميع أنحاء البلاد فرصا للتعامل مع وجهات النظر المختلفة والتوصل الى تسويات عن طريق التفاوض حول جميع القضايا العالقة، كما تمت مناقشة هذه القضايا في لقاءات خاصة شارك فيها الشيوخ على مدى الأيام القليلة الماضية. هذا وتقوم الحكومة بتشجيع هذا التطور الإيجابي، ودعم المناهج التقليدية لبناء السلام من خلال إدارة الصراعات والتصدي لها في مصادرها .

ومن الواضح أن هذا البلاد يتخطى خطوة بناءة في الاتجاه الصحيح، ولكن ينبغي -أن يقترن بالجهود التي تبذلها الحكومة الصومالية- دعم لازم من المجتمع الدولي لضمان الأموال المخصصة لها من أجل تنفيذ المهام المتبقية من خارطة الطريق.

يدرك المجتمع الدولي ما هو على المحك، خصوصا في هذه الفترة الحرجة من الوقت الذي تواجه البلاد،والتي لا يمكن معالجتها مع التعهدات غير المبذولة .
